City Engineer Jankowski reviewed that at the January 24, 2006 Street Maintenance Project
public heating, a gentleman from Kangaroo Street in Oak Ridge Estates objected to the project
and asked questions about what would happen if the residents were to opt out of the program.
He has met with the residents and reviewed the rating manual, including the road condition for
recommended overlays. At the conclusion of the meeting one of the residents requested a letter
that would identify what the City's position would be if the residents opted out of the project,
and the standing on allowing them back into the program in the future. Staff would like
consensus and direction from the Committee regarding the City's position to be outlined in the
requested letter.

The consensus of the Committee was to direct staff to draft a letter stating residents that opt out
of the Street Maintenance Program will be assessed at 100% of road maintenance costs. Afier
the 100% is paid the residents could approach the City to opt back into the program on the
regular road rotation.

Trade In of Capital Equipment

Public Works Director Kapler explained several years ago the City purchased a backhoe
attachment for a bobcat. It was found that the attachment was too small, and a backhoe was
purchased through the Stormwater Utility Fund. The backhoe attachment is basically unused.
The local supplier where the equipment was purchased has indicated the City can trade in the
attachment for close to the purchase price with a credit towards future capital equipment if it is
returned by Monday, February 27th, as there is an interested seller.

Motion by Chairperson Cook, seconded by Councilmember Olson, to authorize staff to trade in
the backhoe attachment for a credit towards future capital equipment, with Council ratification to
be completed at the February 28, 2006 City Council meeting.

Motion carried. Voting Yes: Chairperson Cook, Councilmember Olson, and Mayor Gamec.
Voting No: None.

ADJOURNMENT

Motion by Mayor Gamec, seconded by Councilmember Olson, to close the regular meeting of
the Public Works Committee.

Motion carried.

The regular meeting of the Public Works Committee adjourned at 6:50 p.m.

Drafied by Carol Hamer
TimeSaver Off Site Secretarial, Inc.

Public Works Committee / February 21, 2006
Page 6 of 6
