Councilmember Riley introduced the following resolution and moved for its adoption: RESOLUTION #23-127 RESOLUTION APPROVING MINNESOTA LAWS, 2023 REGULAR SESSION CHAPTER 64, ARTICLE 8, SECTION 10 WHEREAS, the 2023 regular session of the Minnesota Legislature passed, and the Governor signed, Minnesota Session Laws, 2023, Regular Session, Chapter 64, Article 8, Section 10, which amends Minnesota Session Laws, 2021, First Special Session, Chapter 14, Article 9, Section 10, as follows: Sec. 10. CITY OF RAMSEY; TAX INCREMENT FINANCING DISTRICT NO. 14; FIVE-YEAR RULE EXTENSION. (a) The requirement of Minnesota Statutes, section 469.1763, subdivision 3, that activities must be undertaken within a five-year period from the date of certification of a tax increment financing district, is extended by a two-year five-year period to November 28, 2023 2026, for Tax Increment Financing District No. 14 administered by the city of Ramsey. (b) The requirements of Minnesota Statutes, section 469.1763, subdivision 4, relating to the use of increment after the expiration of the five-year period under Minnesota Statutes, section 469.1763, subdivision 3, is extended to the 13th 16th year for Tax Increment Financing District No. 14. EFFECTIVE DATE. This section is effective the day after the governing body of the city of Ramsey and its chief clerical officer comply with Minnesota Statutes, section 645.021, subdivisions 2 and 3. WHEREAS, such legislation requires local approval in accordance with Minnesota Statute §645.021; and WHEREAS, the City desires the law to become effective. NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) Minnesota Session Laws, 2023, Regular Session, Chapter 64, Article 8, Section 10, is hereby approved.
