clerk shall include with the published notice of the election the statement of the grounds for the recall and, also, in <br />not more than 500 words, the answer of the officer concerned in justification of his/her course of office. If a <br />vacancy occurs due to recall election, section 4.5 shall apply to fill such vacancy. <br />(Ord. of 1-24-2001; Ord. No. 04-47, § 1(Subd. 6), 11-23-2004) <br />Sec. 5.9. Majority voter turnout. <br />No ballot question considered at a general or special election pursuant to Charter sections 5.5 Initiative, 5.7 <br />Referendum or 5.8 Recall shall be deemed approved by the voters unless at the election: <br />1. A majority of the registered voters at the time of the last citywide election vote on the ballot question; <br />and <br />2. A majority of the persons voting, vote in favor of the ballot questions. <br />CHAPTER 6. ADMINISTRATION OF CITY AFFAIRS <br />Sec. 6.1. Administrative responsibility. <br />The council, as a body, shall be responsible for the administration of the city. The council shall appoint an <br />administrative officer to assist in the administration of city affairs. For purposes of reference in this Charter, this <br />administrative officer shall be referred to as the city administrator. <br />(Ord. of 1-24-2001) <br />Sec. 6.2. Administrative organization. <br />6.2.1 The council may by ordinance establish city departments, offices and agencies and prescribe their functions. <br />No power or duty conferred by this Charter upon a particular office or agency shall be transferred to any <br />other. <br />6.2.2 The city council shall by resolution hire or remove heads of departments, and such other future officers and <br />personnel as may be required to operate the city efficiently. The council shall determine the qualifications <br />thereof and prescribe the duties to be performed by each, except as otherwise prescribed in this Charter. <br />6.2.3 The heads of departments and other officers designated by the council shall report in person to the council <br />and to the public at least once each quarter at a regularly scheduled council meeting. <br />Sec. 6.3. Duties of the city administrator. <br />The city administrator shall be the chief administrative officer for the council. The council shall establish by <br />resolution, the powers duties and reporting requirements of the city administrator. <br />(Ord. of 1-24-2001) <br />Sec. 6.4. Purchases and contracts. <br />All purchases shall be made and all contracts let by the council. Contracts shall be made in compliance with <br />the uniform contracting law, and whenever competitive bids are required, the contract shall be let to the lowest <br />responsible bidder.
