Sec. 12.10. Officers to continue for present terms. <br />All elective and appointive officers of the city holding office on the effective date of this Charter shall <br />continue in office for the terms to which they were elected or appointed, and until their successors shall have been <br />elected or appointed and have qualified. <br />Sec. 12.11. Pending condemnations and assessments. <br />Any condemnation or assessment proceeding in progress when this Charter takes effect shall be continued <br />and completed under the state statutes under which such proceeding was begun. All assessments made by the <br />municipality prior to the time when this Charter takes effect shall be collected, and the lien thereof enforced in the <br />same manner as if this Charter had not been adopted. <br />Sec. 12.12. Ordinances to make Charter effective. <br />The council shall by ordinance, resolution, or other appropriate action make such regulations as may be <br />necessary to carry out and make effective the provisions of this Charter. <br />Sec. 12.13. A newsletter. <br />A newsletter shall be published by the city at regular intervals at least six times each year. The postal role for <br />the city shall be used for the distribution. <br />Sec. 12.14. [Effective date.] <br />This Charter becomes effective 30 days after adoption. <br />CHAPTER 13. POLICE DEPARTMENT <br />Sec. 13.1. Department created. <br />The existing police department for the city shall forthwith be established as permanent and shall consist of a <br />chief of police, and such other officers and members as may be provided for by the council. <br />(Ord. of 12-13-1988) <br />Sec. 13.2. Appointments. <br />The chief of police shall be appointed by the council. All other appointments to or promotions within the <br />department shall be made as provided by law. <br />(Ord. of 12-13-1988) <br />Sec. 13.3.
