Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the recommendation of the Public Works Committee in Case No. 2 and direct staff to obtain further information regarding how many of these properties will be redeveloped. It should be determined of the lots that will remain, which property owners would like City sewer and water. Staff should also provide information on the road reconstruction policy; and to direct staff to remove Dysprosium Street fi.om the reconstruction schedule at this time due to the upcoming official mapping of Highway 47. Further discussion: Mayor Gamec questioned if the City should be watching for houses that come up for sale in this area of Dysprosium Street. Assistant Public Works Director Olson replied once the official mapping is completed, RALF funds could be utilized for acquisitions. Councilmember Elvig commented he would not want to go forward with acquisitions until the mute is officially mapped. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, Pearson, and Strommen. Voting No: None. 3) Consider Modifications to Municipal State Aid System Assistant Public Works Director Olson explained the Municipal State Aid (MSA) System consists of collector roadways, which are designated by the City and approved by the state to be part of the system. These roadways become eligible for funding fi.om state gas tax revenues for both construction and maintenance. In 2006, the City will receive $749,910 as its total annual allocation. The amount the City receives each year is dependent upon population and the estimated amount of dollars needed to bring the designated MSA System up to its construction standar~ls. Cities are allowed to designate up to 20% of the certified mileage as MSA route, and with the recent construction fi.om new development the City has additional mileage, which could be added to the system.
