CASE #: l <br /> Public Hearing: <br />REQUEST FOR PRELIMINARY PLAT OF WILD OAKS OF RAMSEY; <br /> CASE OF RO~q TALLMAN <br /> <br /> By: Breanne Dairies, Associate Planner <br /> <br />Background: <br /> <br />Ron Tallman has applied for preliminary plat for the development of 13 new single-family lots <br />on the property generally located on 173~d Avenue east of Puma Street. This application was <br />submitted under the clustering requirements in City Code. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary Plat <br />c) Utility Plan <br />d) Tree Preservation Plan <br />e) City Staffreview letter dated January 27, 2006, revised April 28, 2006 <br /> <br />Notification: <br /> <br />According to City Code, staff notified property owners within 700 feet of the subject property. <br /> <br />Obsery..ations: : <br /> <br />The applicant is proposing to plat 13 single-family lots on approximately 36 acres on 173~d <br />Avenue east of Puma Street. The property is located in the R-1 Rural Developing District, which <br />has a minimum density of 1 lot per 2.5 acres or 0.4 units per acre. As submitted, the plan is <br />showing a gross density of approximately 0.39 units per acre. The 13 new lots meet R-I Rural <br />Developing standards for lot size and width. <br /> <br />This site is pr/madly wetland area, with the exception of the area that is being developed. Some <br />wetland impact is proposed for the construction of the road, as well as wetland mitigation. These <br />issues will be reviewed by the Lower Rum River Water Management Organization, which will <br />require permitting. <br /> <br />The proposed lots will be served by a common septic system and constructed to hook up to <br />municipal sewer and water when they become available to the property. The septic system design <br />and location was reviewed in accordance with the Minnesota Pollution Control Agency's <br />Chapter 7080 and the design guidelines for large systems. As part of the requirements for cluster <br />developments, a detailed plan for the design, management, and maintenance of the community <br />septic system has been submitted and is generally acceptable to City Staff. <br /> <br />The utility plan indicates the intent to construct individual wells on the property. Details on the <br />installation and maintenance of water pipes have been submitted and are generally acceptable to <br />City Staff. <br /> <br /> <br />
