CITY COUNCIL WORK SESSION <br /> <br />Topic Report: EPB 2006/2007 Work Plan <br /> and Wetland Inventory Update <br /> <br />By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />The Environmental Policy Board (EPB) has formulated a work plan for years 2006 and <br />2007. The two initial directives of the EPB, drafting ordinances regarding tree <br />preservation and wetland protection, have been completed. Thus, Staffthought it may be <br />beneficial for both the EPB and City Council to review the proposed work plan at a work <br />session. Following is a summary of the proposed 2006/2007 EPB Work Plan: <br /> <br />· Complete post-implementation revisions to the Tree Ordinance. <br />· Work with City Staff and Council to address protection and connection of <br /> greenway spaces as outlined in the 5-year Goals and Strategic Focus Areas. <br />· Examine and report on residential waste stream management "best practices" for <br /> the City. <br />· Coordinate with City Staff the completion and support adoption of the Wetland <br /> Inventory. <br />· Research, draft and present a "Tree Bank" proposal for the City. <br />· Encourage citizen participation in policy implementation and environmental <br />'~ preservation through various'communication vehicles. Examples include: <br /> o Participation in the annual "Environmental Expo". <br /> o Maintain the Ramsey "Tree Book". <br /> o Create web site pages for the City ofRamsey website. <br /> o Coordinate community workshops and roundtable discussions. <br /> o Joint commission work sessions. <br /> o Photo contest and calendar creation. <br /> o Coordinate wetland education and awareness seminars. <br /> o Coordinate environmental-related speaker series. <br />· Create a Public Grants and Funding calendar for related environmental initiatives <br /> and submit to staff and council. <br />· Address other environmental issues as identified and assigned. <br /> <br />Additionally, when the wetland buffer ordinance was adopted, City Council directed <br />Staffto review the ordinance after six (6) months. While it has now been roughly six <br />months, there have not been many oppommities to apply the new regulations and <br />therefore, a review at this time may be premature. However, the EPB wanted to update <br />City Council in regard to the wetland functions and values inventory that was a <br />component of the buffer ordinance. The office portion of the study has been completed <br />and Staff has received the preliminary wetland management classification map. Field <br /> <br /> <br />
