5. 16. <br />CC Regular Session <br />Meeting Date: 06/27/2023 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Information <br />Title <br />Adopt Resolution #23-149 Approving MnDOT Cooperative Construction Agreement # 1052001 for Ramsey <br />Gateway Highway 10 Widening Project <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-149 approving MnDOT Cooperative Construction Agreement <br /># 1052001 for the Ramsey Gateway Highway 10 Widening Project. <br />Background: <br />Anoka County is proposing grade separation improvements on CSAH 56 (Ramsey Blvd) and CSAH 57 (Sunfish <br />Lake Blvd) at the BNSF Railway and U.S. Highway 10 crossings to improve traffic operations and safety on each <br />facility. The proposed improvements were designed and will be constructed in partnership with the City of <br />Ramsey and the Minnesota Department of Transportation (MnDOT). This project has been designated as the <br />Ramsey Gateway Highway 10 Improvements, City Improvement Project #20-11. <br />The proposed improvements generally include reconstructing portions of U.S. Highway 10/169, CSAH <br />56/Ramsey Boulevard, CSAH 57/Sunfish Lake Boulevard, and Riverdale Drive; constructing new frontage roads; <br />constructing sidewalks, trails and pedestrian curb ramps; constructing bridges and roundabouts; reconstructing <br />municipal utilities; constructing a temporary traffic control signal system; establishing turf; and installing striping <br />and signing. <br />Construction of the Ramsey Gateway Highway 10 Improvements project is proposed to begin in 2023 with <br />temporary widening improvements, and to conclude in 2026, with the vast majority of work occurring in 2024 and <br />2025. <br />The temporary Ramsey Gateway Highway 10 Widening project was recently bid and is in the process of being <br />awarded. MnDOT prepared the attached Cooperative Construction Agreement # 1052001 to provide for payment <br />of the State's share of the costs of grading and bituminous surfacing construction and of the City's share of the <br />cost of construction engineering to be performed on TH 10, which is estimated at $10,369.28. This charge equals <br />2-percent of the total City water main and sanitary sewer construction and 5-percent of the remaining City <br />participation construction covered under this Agreement. <br />Also attached is a copy of the cover letter that accompanied MnDOT Cooperative Construction Agreement <br /># 1052001 when submitted to the City for review and comment. <br />Upon adoption of Resolution #23-149, a certified copy of the Resolution will be submitted to MnDOT, along with <br />a copy of MnDOT CCA #1052001 with City signatures. <br />Notification: <br />Notifications are not required for this case. <br />Observations/Alternatives: <br />
