The staffing needs in this department are critical because of the <br />type of mistakes that can be made and the jobs that are not being <br />done. We may expect errors in reporting special assessments, <br />irate escrow owners over charges which were not billed, irate <br />utility customers over inaccurate bills, loss of potential <br />revenues for the City due to the inability to bill, management <br />decisions based on inadequate information, and poor collection of <br />accounts receivable. <br /> <br />The tasks that are now not being addressed at all will continue <br />to be a void in the service provided the City. Examples: <br />Forecasting, a functional Capital Improvement Plan, adequate time <br />keeping, response to the needs of other departments, and the <br />development of an efficient accounting system. <br /> <br />The lack of attention to these maters will likely leave the City <br />in non-compliance with Federal, State, and local laws. Equally <br />as important, the image of the City will suffer as developers and <br />businesses choose not to be associated with Ramsey due to the <br />City's inability to meet its basic financial and fiduciary <br />responsibilities. <br /> <br />Staffing Report May 1988 Page 12 <br /> <br /> <br />
