plat. <br /> <br />Ron Hetland - Noted that the entrance of emergency vehicles to an area wlt~ <br />only one access can be obstructed should t~at one access become blocked. <br />Reiterated his two conerns are traffic and access by emergency vehicles; <br />the additional development should not impact property values. <br /> <br />Wendy Clarey - Stated that Mr. Hetland purchased his property knowing the <br />potential for heavy traftic associated with a home located at the entrance <br />to a development. She bought further into the development to insure less <br />traffic and more privacy. <br /> <br />Steve Nixon - Requested more information on the trail system t~at was <br />mentioned. <br /> <br />Co~issioner Sh~way presented a map indicating the proposed multi-use <br />trail in Ramsey. <br /> <br />~airman Zin~erman noted that there is also a public hearing scheduled for <br />tonight regarding another proposed pla~ to the south of Rambosek's. <br /> <br />Bob Wolverton - Inquired if all this development will create a need for <br />city sewer and water in the area. <br /> <br />Chain~an Zinmerman replied that Metro Council will not allow the extension <br />of municipal utilities to this area. <br /> <br />Commissioner Shumway noted that it is also Council's intent to continue <br />development with through streets and eliminate the temporary cul-de-sacs. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Howell to <br />adjourn the public hearing. <br /> <br />Further Discussion: Vernell Lea - I§0±U Sodium Street - She is opposed to <br />the draining wetlands for develoument that will have water problems in <br />spring and wetyears. Lee Olson - 164zl Urania- Stated that in the past <br />there was proposed development to the south of Menkveld's Country Park that <br />was denied because it is a low, wet area and proper perk tests could not be <br />obtained; mound seutic systems would be required in this area it the plat <br />is approved. Chairman Zi~merman noted that the Commission has not received <br />any perk tests yet; until then, the Commission will not know it the soils <br />can support a septic system. Dave Schulte stated that the soil borins <br />submitted for Voltin's Oak Hill Estates would include what is now to be <br />Rambosek's plat and they should be on file at City Hall. Mr. Schulte noted <br />that mound septic systems are not allowed on any new plats in Ramsey. <br />Commissioner Howell inquired if a property owner is prohibited from making <br />major renovations to the land without city permits. Ms. Norris replied <br />that property owners are required to apply for grading permits; Mr. <br />P~bosek misunderstood this requirement and did cease his renovations when <br />asked to by the City engineer.
