5 f~nutes <br /> <br />CASE 86: <br /> <br />IS'i'RCDU(~ ORDINANCE Sh'rl'LNG GUIDELINES AND <br /> STANDARDS FOR '1~ ISSUANCE OF <br /> GAM~3~ LICENSES IN THE cl'l'f OF RAMSEY <br /> By: Dave flartley, City Administrator <br /> <br />Background: <br />At the City Council's last regular meeting Staff was directed to draft an <br />ordinance that would restrict the issuance of charitable gambling licenses to <br />Ramsey-based organizations that use proceeds to benefit the Ramsey community. <br />The draft of the ordinance will be available at the Council meeting as well as <br />a summary of the t~%~e of ordinances passed by other communities. <br />In addition to introducing an ordinance, the City Council may be interested in <br />two laws which are currently being considered by the State Legislature: <br /> --Senate File 1661 would exclude from the definition of lawful purpose <br /> expenditure, the improving, expanding, maintaining, or repairing of real <br /> property which a charitable organization owns unless the Charitable <br /> G~mbling Board specifically authorizes the expenditure after finding the <br /> property would be used exclusively for a "lawful purpose". <br /> --Senate File 1764 would extend the time period for cities and counties to <br /> review charitable gambling license applications to 60 days (currently 30 <br /> da~) when considering license renewal. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br />Motion to: <br />Introduce Ordinance %88- establishing standards and guidelines for the <br />issuance of charitable gambling licenses. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br /> <br />
