10 P~nutes CASE ~8: R~ OPTIONS FOR RELOC3LTING ~ BURLINGT~ NO~ BATTle,AD By: Dave Hartley, City Administrator Background: The City Council has directed Staff to investigate ways in which the Burlington Northern Railroad can be relocated to a route at least 1/8 of a mile north of U. S. Highway ~10 frc~ Ramsey Boulevard N.W. to the western boundary of Ramsey. In response to that direction, the following outline describes possible "next- step" options before the City Council: Planning: --Cbtain detail written cost estimates from the Burlington Northern Railroad, Northwestern Bell Telephone, United Power Association, and other utilities which now occupy the Burlington Northern Railroad right-of-way. --Establish the proposed route of the Burlington Northern Railroad on the official map of the City of Ramsey and restrict construction on or near the proposed route. --Develop right-of-way acquisition plans and estimates for the cost of right- of-way acquisition. ~velop construction design plans for the actual relocation of the Burlington Northern Railroad. Funding: --Begin to set aside funds for the future funding of the relocation project. --Make application for funding from the State or Federal program for railroad hazard abatement. --Make formal request of the Burlington Northern Railroad for funding of the relocation project. --Review with property owners the possibility of partial assessment of costs to the benefitted property. The Council should consider these various options and identify the effort that should be made to accomplish or plan for the relocation of the Burlington Northern Railroad.
