PROPOSED FINDINGS OF FACT <br />COhDITIONAL USE FERF/T <br />BREEZY OUTDOOR, INC. <br /> <br />1. That Breezy Outdoor, Inc., hereinafter referred to as "Applicant", has <br /> properly applied for a conditional use permit to construct an <br /> advertising sign. <br /> <br />2. That the Applicant appeared before the Ramsey Planning and Zoning <br /> Con~ission for a public hearing pursuant to Sections 170.013D and <br /> 170.054 of the Ramsey City Code on February 2, 1988 and that said <br /> public hearing was properly advertised and that the minutes of said <br /> public hearing are hereby incorporated as part of these findings by <br /> reference. <br /> <br />3. That the subject property is generally known as 7009 Highway ~,10 N.W. <br /> and is legally described as follows: <br /> <br /> Lot 5, Block 1, Kovar Addition, Anoka County, ~nnesota <br /> <br />4. That the subject property is located in the B-1 B~siness District and <br /> is approximately one acre in size. <br /> <br /> 5. That the Applicant is requesting a conditional use pemit to construct <br /> an advertising sign on the subject property. <br /> <br /> 6. That the Applicant is proposing to construct a two-faced advertising <br /> sign with each face approximately 300 square feet in size. <br /> <br /> 7. Tnat Section 170.054 of the City Code requires that advertising signs <br /> shall be constructed either on the site of the subject activity on the <br /> si~n or within 2,500 feet of the su,bject activity advertised on the <br /> sign. <br /> <br /> 8. That Section 170.054 of the City Code also requires that all <br /> advert/sing signs must obtain a conditional use permit from the City <br /> prior to construction. <br /> <br /> 9. That the subject property is currently the site of a used automobile <br /> sales operation and the Applicant plans to rent the subject property <br /> from the ~er. <br /> <br /> 10. That the adjacent properties are located %,ithin the B-1 Business <br /> District. <br /> <br /> 1!. ~nat the proposed sign will not increase traffic into or from the <br /> s'.~bj eot property. <br /> <br /> 12. Tnat the proposed sign %~i!1 not be ~nduly dangerous or detrimental to <br /> persons working in the vicinity of the proposed sign. <br /> <br /> 13. That the proposed sign will not substantially impair the use of <br /> surrounding properties. <br /> <br /> 14. Tnat the proposed sign will not be harmonious with and in accordance <br /> %~ith the specific objectives of the City's Compreh~.sive Plan and Zoning <br /> Ordinance. <br /> <br /> <br />
