RAPIDS <br /> SUBJECT: <br /> <br />January 19, 1988 <br /> <br />Mayor, City Council, Acting City Manager <br /> <br />Finance Director <br /> <br />Criteria for Expanded Liquor <br /> Off-Sale Ordinance <br /> <br />BACKGROUN~ <br />As per Council direction, the staff has studied alternatives for expanding the <br />number of off-sale licenses in our City beyond the current two. Management <br />AnalySt Lee Mehrkens has done the research which is detailed in his report and <br />forwarded under separate cover. <br /> <br />DISCUSSION <br />The City has basically two major alternatives; namely: <br /> <br /> 1. Permit an unlimited number of licenseS. <br /> 2.
