RAPIDS <br /> SUBJECT: <br /> <br />January 19, 1988 <br /> <br />Mayor, City Council, Acting City Manager <br /> <br />Finance Director <br /> <br />Criteria for Expanded Liquor <br /> Off-Sale Ordinance <br /> <br />BACKGROUN~ <br />As per Council direction, the staff has studied alternatives for expanding the <br />number of off-sale licenses in our City beyond the current two. Management <br />AnalySt Lee Mehrkens has done the research which is detailed in his report and <br />forwarded under separate cover. <br /> <br />DISCUSSION <br />The City has basically two major alternatives; namely: <br /> <br /> 1. Permit an unlimited number of licenseS. <br /> 2. Limit the number to'a specific number. <br />The City Council at this time has an opportunity to do some long-range <br />planning, if they choose, because current state law gives Council the power to <br />regulate cfr-sale liquor licenses that it does not have for gas stations or <br />other businesses. <br /> the Couhcil regulate the nunber of stores for the <br /> <br /> the tax base by requiring a .... mum <br /> $1~,000 in rea! <br /> <br />The staff recommends that <br />following reasons: <br /> <br />assessed valuation that would ensure <br />estate taxes ~unua!!y, of which $2,500 would come <br />%he City (a taxable investment of about $300,000). <br />A limited nunber of stores would limit the potential police <br />veillance necessarY. <br /> Breaking the City into zones would encourage convenient <br /> petitive shopping opportunities throughou~ the City. <br /> <br />oom- <br /> <br />DiSCUSSiON SEOUENCE <br /> unlimited issue. <br />~ * the City "" ~ first decide the !inited versus <br />r. the majority of Council chooses unlimited licensing, the staff still recom- <br />mends a minimum r~rket value cf $300,000 for !and and buildings generating <br />. .. ~.-~ ~- $1~,000' per vear in taxes and about 6,000 square foot for each <br /> <br />(612) 755-2880 <br /> <br />13'~3 COON RAPIDS BOULEVARD, COON AAPIDS, MINNESOTA <br /> <br /> <br />
