POLICY OPTIONS

Basically, the City Council has three major options:

1. Status Quo. Keep things as they are now by allowing no more
than the two existing licenses.

2. Allow an unlimited number of licenses -- let the marketplace
dictate the number and location of liquor establishments.

3. Set a limit on the number of licenses and establish criteria
for awarding such licenses.

Options 1 and 2 are direct and are self-explanatory, option 3 could
be implemented by establishing a specific number of zones within the
community or by setting license limits based on population or distance
criteria.

Minimum regulations could contain requirements or square footage
requirements and taxable assessed valuation of building and land
investments of the %iquor establishments.

-6-
