Mr. Lawrence stated that the city is obligated to function under ordinances in existence and based on that, should take action regarding Freezy Outdoor's request, Hr. Lawrence also offered his services to participate in the city's review of sign ordinances. Mr. Goodrich stated that prior to taking action, the Commission would need to know the subject that will be advertised on the sisn and it must have a substantial relationship to what is on or within 2500 feet of the property. Hotlou by Com~issiooer Howell and seconded by Commissioner Zimmerman to table ~reezy Outdoor, Inc.'s request for a conditional use permit to construct an advertising sign until the applicant has submitted additional information regarding the subject matter to he advertised. Hotion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hovel1 and llendrlksen. Voting No: None. Absent: Commissioners Shumvay and Terry. The Commis'sion proceeded to review the proposed findings of fact. Mr. Goodrich stated that he doesn't believe grandfathered uses can be expanded, changed or improved; therefore, the buses removed from the property south of E~. ~10 could not be replaced. Motion by Commissioner Bovelt and seconded by Chairman Zimmerman to recommend that City Council adopt the 'findings of fact, r~nended as follows, relating to Mr. ~oser Suter's request~f~r a conditional use per. it: Items ~7 and 8 - change references to 'abandoned buses' to 'inoperable Item ~!0 - Chanse to indicate that no more than i5 buses will be moved frc~a the property south of Evy. ~10 :o the subject property.
