Ms. Frolik stated the moratorium has not begun yet; it may be adopted at Se next City CounciI
meeting., It would not go into effect until mid May after publication. S.he. noted any current
cluster deveiopments already' in the'~D~stern may' continue to try to. get: Ixehmmary pla~ approval
before the effective date of the moratorium.
Mr. Roger Rowbotham, 17715 Erkium Street, stated he petitioned their neighborhood and was
representing them. He wondered how this got started in the City. He has lived in the City for
over thirty years and they never wanted to urbanize the City but it is beyond that so th.e.y now
need to decide how they want to develop. He wondered why Andover and other commumt~es are
not doing cluster developments. He indicated he discussed this with Councilmember Knight
from Andover. Mr. Knight gave him many reasons why they did not want to do cluster
developments. He indicated that City sewer and water will not be around for quite awhile and
Andover did not want to take the chance of puffing in a system that could fail over time and
trying to decide who would be responsible for it if it would fail. Mr. Rowbotham asked for some
answers on the commun/ty septic.
Mr. Ken Thompson, 17655 Argon Street NW, stated he also questioned the cluster ordinance and
wondered about the community septic system and if it was safe.

APPROVAL OF AGENDA
Motion by Commissioner Nixt, seconded by Commissioner Levine, to. approve the agenda as
presented.
Motion Carded.
