Case #6: Proposed Ordinance to Amend Section 8.35 (Regulation of SinglY'Family'
Dwellings to be Moved into or within the City); Case of City of Ramsey
Assistant Community Development Director Frolik explained that moving a dwelling into or
within the City requires a Dwelling Moving Permit (DMP). However, there are no standards or
permit requirements to move a dwelling out of the City or for moving an accessory building into,
within, or out of City limits. Currently, the DM? process requires that the request is presented to
the Planning Commission and then ultimately to City Council. The process requires
approximately two (2) months from the time an application is received until City Council votes
on the matter.
Assistant Community Development Director Frolik explained provisions have been included that
would require a Moving Permit to be obtained from the Building Division ifa dwelling were to
be moved out of the City or if an accessory bmldmg (greater than 120 square feet in size) were to
be moved into,'witl-fin, or out 0fthe City. This type of permit will allow the City to verify, prior
to a building being raised and relocated, that all utilities have been properly shut off and/or
capped and that the foundation is properly removed and]or backfilled. The entire DM? process
would be streamlined by eliminating the need for the request to be presented to both the Planning
Commission and City Council. While City Staffwould now have the ability to administratively
approve or deny a DM? application, the conditions and critetia currently used to evaluate this
type of request would remain in tact.
Assistant Community Development Director Frolik stated Staff recommends forwarding the
proposed ordinance amendment to City Council for adoption.
Moti~h:by Commissioner Nixt, secon~l~t by Commissioner Ttites Rolle, to recommend that City
Council adopt the proposed ordinance to amend City Code regulations regarding moving
dwellings and accessory buildings into, within, or out of the City.

Commissioner Brauer stepped out.
Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Trites Rolle, Cleveland, Hunt,
and Levine. Voting No: None. Absent: Commissioner Van Scoy. Abstain: Brauer.

Case #7: Appointment of Vice Chairperson for Year 2006
Chairperson Nixt ~alled for nominations for the appointment of Vice Chairperson for Year 2006.
Chairman Nixt nominated Commissioner Brauer.
Commissioner Brauer indicated he has serious health issues and would like to decline the
nomination.
Chairperson accepted and nominated Commissioner Levine.

Planning Commission/April 6, 2006

-27-
