Agreement has been amended accordingly and specifies that construction shall be managed in a <br />way that there shall be no interruption of Fire Department access to either Nowthen Boulevard or <br />AlPine Drive. MY. Tmdgeon reviewed that on February 28; 2006; the Council also discussed' the <br />need for a pedestrian path connection between the southerly terminus of Helium Street in <br />Meadow and the crosswalk at 150th Lane to the south. This matter will be forwarded to the <br />Public Works Committee for review. The County has also recommended that the access for the <br />dental clinic on Nowthen Boulevard be eliminated and replaced on a street interior to the plat. <br />StafFs response is that the access onto Nowthen Boulevard is existing and will be retained. Per <br />the recommendation of the County and the request of the owner of the commercial parcels, the <br />site plan has been modified to include an accessory driveway from the commercial property to <br />Krypton Terrace. <br /> Community Development Director Trudgeon indicated revised grading, drainage, street <br /> construction and utility plans have been received and reviewed. The review comments are <br /> contained in a memo from Engineer Linton dated April 20, 2006. Mr. Trudgeon advised staff is <br /> recommending that City Council rescind Resolution #06-02-064 granting final plat approval of <br /> Meadow on February 28, 2006, and approve the revised final plat and final site plan in <br /> accordance with the City Staff Review Letter dated April 19, 2006 and the Engineering Memo <br /> dated April 20, 2006. <br /> Councilmember Jeffrey requested further information regarding the path for fire access. <br /> Fire Chief Kapler explained the access will be a non-curbed road wide enough to permit fire <br /> vehicles without having to pull off the side of the road. Staff has had detailed discussions about <br /> the access. <br /> Councilmember Elvig inquired about the sidewalk that has been discussed on Helium Street, as it <br /> is not included in the plans. <br /> Community Development Dkector Trudgeon replied the sidewalk has not been included in the <br /> plan and staff has stated it must be included on both sides of the street. The developer had <br /> indicated they were not certain whether they wanted to include the second sidewalk. Staff <br /> informed the developer the Council has instructed that the sidewalk be included, and it must be <br /> included in the plan. <br /> Councilmember Elvig inquired if the City will be installing the sidewalk on the west, and the <br /> developer installing the sidewalk on the east. <br /> Community Development Director Trudgeon replied he believes it was all the responsibility of <br /> the developer. The Staff Review Letter includes the requirement that the developer construct the <br /> sidewalks. <br /> Mayor Gamec questioned whether the large fire vehicles will have room to maneuver with the <br /> access. <br /> <br /> Fire Chief Kapler replied the access will be designed for large vehicles and easy access. <br /> <br />City Council / April 25, 2006 <br />Page 15 of 23 -59- <br /> <br /> <br />
