Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #06-05-XXX RESOLUTION APPROVING THE EXTENSION OF CONTRACT WITH BONNIE L. BALACH FOR SPECIAL LEGISILATIVE CONSULTING SERVICES IN THE AMOUNT OF $5,000 WITH A TRANSFER OF FUNDS FROM THE COUNCIL CONTENGENCY TO THE BUDGET OF LEGAL SERVICES IN THE AMOUNT OF $5,000 WHEREAS, on January 25, 2005, the City authorized Bonnie L. Balach, a lobbyist, to facilitate special legislation for TIF; and WHEREAS, the TIF legislation did not move through the session in 2005 and the legislative work continued into the 2006 session; and WHEREAS, Ms. Balach has continued to not only represent the City regarding TIF legislation, but has also presented a special port authority legislation for the City; and WHEREAS, the original authorized contract amount with Ms. Balach has been met and additional funding to continue the services of Ms. Balach is needed; and WHEREAS, additional funding in the amount of $5,000 would be obtained with a transfer from the 2006 Council Contingency Fund to the budget of Legal Services. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby approves the continuation of the contract with Bonnie L. Balach for legislative consulting services in the amount of $5,000 with funding from the 2006 General Fund that requires a transfer from the Council Contingency Fund to the budget of Legal Services. The motion for adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 9th day of May, 2006.
