February 21st Council meeting resolutions were passed that moved for the acquisition of these
parcels and to use eminent domain where appropriate. Staff has met with Eugene Brown and
Ann Parks and is hopeful acquisitions can be negotiated without the use of condemnation. More
updates to come.

Special Legislation: Staff is currently working on two bills. The first bill is to create a Port
Authority for the City of Ramsey. The bill would allow the City to expand its bonding power to
support projects such as Hwy 10 acquisitions, Town Center projects and continued
redevelopment programs in the City. The second bill is to create a special TIF district for the
Sunwood Grand project in the Ramsey Town Center. The proceeds from the TIF district will be
used to assist the project with the parking structure as well as other financing gaps. Both bills
are through preliminary committees and should hit the floor in the next few weeks for a vote.
Staff is cautiouslY optimistic that both bills will pass. The bill was heard in another committee
and moved through it successfully.

Future Meeting Topics: 1. Land Acquisition
2.
