Case #6: <br /> <br />Proposed Ordinance to Amend Section 8.35 (Regulation of Single Family <br />Dwellings to be Moved into or within the City); Case of City of Ramsey <br /> <br />Assistant Community Development Director Frolik explained that moving a dwelling into or <br />within the City requires a Dwelling Moving Permit (DMP). However, there are no standards or <br />permit requirements to move a dwelling out of the City or for moving an accessory building into, <br />within, or out of City limits. Currently, the DMP process requires that the request is presented to <br />the Planning Commission and then ultimately to City Council. The process requires <br />approximately two (2) months from the time an application is received until City Council votes <br />on the matter. <br /> <br />Assistant Community Development Director Frolik explained provisions have been included that <br />would require a Moving Permit to be obtained from the Building Division ifa dwelling were to <br />be moved out of the City or if an accessory building (greater than 120 square feet in size) were to <br />be moved into, within, or out of the City. This type of permit will allow the City to verify, prior <br />to a building being raised and relocated, that all utilities have been properly shut off and/or <br />capped and that the foundation is properly removed and/or backfilled. The entire DMP process <br />would be streamlined by eliminating the need for the request to be presented to both the Planning <br />Commission and City Council. While City Staff would now have the ability to administratively <br />approve or deny a DMP application, the conditions and criteria currently used to evaluate this <br />type of request would remain in tact. <br /> <br />Assistant Community Development Director Frolik stated Staff recommends forwarding the <br />proposed ordinance amendment to City Council for adoption. <br /> <br />Motion by Commissioner Nixt, seconded by Commissioner Trites Rolle, to recommend that City <br />Council adopt the proposed ordinance to amend City Code regulations regarding moving <br />dwellings and accessory buildings into, within, or out of the City. <br /> <br />Commissioner Brauer stepped out. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Trites Rolle, Cleveland, Hunt, <br />and Levine. Voting No: None. Absent: Commissioner Van Scoy. Abstain: Brauer. <br /> <br />Case #7: Appointment of Vice Chairperson for Year 2006 <br /> <br />Chairperson Nixt called for nominations for the appointment of Vice Chairperson for Year 2006. <br /> <br />Chairman Nixt nominated Commissioner Bmuer. <br />Commissioner Brauer indicated he has serious health issues and would like to decline the <br />nomination. <br /> <br />Chairperson accepted and nominated Commissioner Levine. <br /> <br />Planning Commission/April 6, 2006 <br /> Page 13 of 14 <br /> <br /> <br />
