MEMORAAI~UM

CITY OF PJ~EY

FR~:

DATE:

RE:

Mayor and Council

Noel J. Graczyk, Finance Officer

Fay 19, 1988

Joint Powers Agreement for GIS System

The enclosed materials outline the purpose of a lgovernmental information system
(GIS) and discussions that have occurred between Cities and Anoka County
concerning a compatmble Anoka County GIS system.

Currently the task force on GIS is asking Cities to enter into a
Joint Powers agreement for the purpose of using a consultant to define GIS
need~s for the Cities, draft a kwPfor GIS hardware and sof~are, and select the
products and vendors to be used.

~ne estimated cost to the City of Ramsey at the present time to have input on a
GIS system that would be the chosen standard in. Anoka County would be
$2,000. We would receive the following service:

- Define P~_~ey GiS needs as a part of the "Needs Evaluation"
- ~_~sistance to prepare an k~? for GIS needs for sc~ftware and hardware
- F~ve evaluated ~.~ selected the needed vendors
- Other selection and preparation assistance as needed and paid for

The City mey enter the Joint Powers Agreement at this time. However if we
delay enterring the group at this time we will likely pay about the same cost
in the future to become a part of the County selected GIS standard. The City
may in the future clnoose not to use the County group se!ected GIS and to use a
different GIS. ~nis decision will be faced in the future.

At the present time it is not reco~..-umen~e to enter the GIS Joint Powers
_.~reement because of the limited benefit to be gained presently by the City.
