The official first task of the GIS task force is to hire a consul- <br />tant to study our needs, assemble an RFP and to evaluate the propos- <br />als that come in. The consultant we are proposing to retain is <br />Deloite, Haskins and Sells (DES). (Please see the attached informa- <br />tion on Deloite, Haskins and Sells.) They have a division which spe- <br />cializes in Geographic Information Systems and can offer us a great <br />deal of expertise in this area. <br /> <br />In preliminarY discussions with Deloite, Haskins and Sells, they <br />have emphasized the importance of a cooperative effort that begins <br />with the evaluation of each municipalities needs, A well thought <br />out plan at the outset will allow for the selection of a Geographic <br />Information System which will continue to meet our various needs <br />well into the future. Other reasons fo~ e×tensive participation in- <br />clude educating all of the participant~ on GIS and it's. potential <br />for being one of the best tools for government to use in performing <br />its duties. Also, it will help to keep the cost down for all of <br />the participants. <br /> <br />What we are asking is for your City to participate in retaining a <br />consultant who will study our needs, prepare an RFP and evaluate <br />vendors. To do this we are asking you to bring the attached Jcint <br />Powers Agreement to your City Council for a vote. On May 26, we hope <br />to have the first meeting of the "official" GIS Task Force. At this <br />time we would ask that your city or Township Council consider action <br />on this matter and forward the executed copies of the Joint Powers <br />Agreement to Paul Leegard, Anoka County Highway Department, 1440 <br />Bunker Lake Blvd. Annoyer Mn, 55304 or John FLora at the city of <br />Fridley no later than May 24, 1955. <br /> <br />What we are not askinc for ±s your co~itment to purchase al <br />Geographic Information System. <br /> <br />We expect the total cost of our GIS consultant to be $36,000. The <br />vast bulk cf this expense as you can see on the attached Exhibit B <br />will be born by the four Largest cities within the County and the <br />County'. Although we won't }~ow what the share of any given city will <br />be until we know how many cities are willing to participate for any' <br />city with a population of less than !0,000 the cost would be limited <br />to the lesser of $1,000 or the amount arrived at by the cost sharing <br />formula. <br /> <br /> <br />
