THe parcel is approximately 30 acres in size. Access to the <br />property is provided by a 66 foot wide private easement extending 1,300 feet <br />from 1/7th Avenue N.W. to the site. <br /> <br />~. Noller is requesting a metes and bounds subdivision to split this parcel <br />into three lots, each approximately ten acres in size. Harold Phelps. In 1DS3 Mr. Phelps <br />applied to the City for a variance from the City Code to build one residential <br />structure on the subject property. Dl. that time the City Council granted Mr. <br />Phelps permission to build one residenuisl structure on the subject property. <br />In addition, this variance stated that no subdivision of the subject property <br />would be permitted without complying with the City's subdivision regulations, <br />including that provision requiring each buiidable parcel to have direct access <br />to a public street. <br /> <br />At its meeting on ~y 17, 1988 the Planning and Zoning Commission recommended <br />dermal of ~. hbller's r~uest based on the conditicns of the variance granted <br />to ~.
