PAUL, M~ 55106 FILENO, <br /> <br />January 13, 1988 <br /> <br />RECEIVEO <br />JANI 1BBB <br /> <br />Anne Norris <br />CITY OF RAMSEY <br />15153 Nowthen Boulevard NW <br />Ramsey, MN 55303 <br /> <br />Dear Ms. Norris: <br /> <br />RE: SUBDIVISION REQUEST IMMEDIATELY NORTH OF BROOKVIEW ESTATES <br /> <br />As you and I discussed at City Hall on December 29, 1987 I've reviewed <br />the proposed subdivisio~ of two 15-acre parcels or three 10-acre <br />parcels on an unplatted piece of property located in the SW~ Section 1 <br />in the City of Ramsey. The property abuts Trott Brook and the Rum <br />River. Based on our discussion and my review, I have several <br />.questions regarding the proposed subdivision as follows: <br /> <br />How would street access be provided to the subdivision? It <br />appears that an extension of Argon Street or Erkium Street <br />would be the most logical means of providing access. The <br />parcel lies scuth of a undeveloped 40-acre tract and it <br />appears that it would he most prudent to wait for that <br />40-acre tract to develop in order to provide adequate road <br />access to the subject parcel. <br /> <br />2. I have no details regarding the topography of the site, <br /> however I am aware that a significant proportion of it is in <br /> the floodplain. That information, i.e. topography, must be <br /> provided prior to any detailed comments being made. <br /> <br />3. Generalized soils information shows a large area ~primari!y <br /> floodplain~ that is unsuitable for development and that <br /> should be taken into consideration in further detail, before <br /> approving any subdivision. <br /> <br />Based on these comments ! have several concerns that should be <br />addressed prior to the City's decision on any subdivision of the land. <br />At a maximum it would appear that one building permit could be issued <br />with private easement for a driveway to the site. However, that <br />building permit issuance may have a bearing on future subdivision <br />proposals and the o%~er should be advised of that fact. I cannot <br />support the suhdivision because of the !ack of detailed information <br />and poor street access. <br /> <br />AN EQUAL OPPOr-;TUNI~Y EMPLOYER <br /> <br /> <br />
