10 Minutes <br /> <br />CAS~. <br /> <br />ADOPT INTERIM EMERGENCY ORDINANCE <br />REGULATING USE OF SNOWMOBILES <br />By: Bill Goodrich, City Attorney <br /> <br />Background: <br /> <br />At its meeting on December 22, 1988 the City Council requested that the Park <br />and Recreation Commission discuss what should be included in a City ordinance <br />regulating snowmobile use to prevent damage to private property and maintained <br />boulevards- On January 14, 1988 the Park and Recreation Commission reviewed a <br />draft ordinance limiting where snowmobiles could be operated. At that time, <br />the Commission requested that the Ramsey snowmobilers' organization review the <br />draft ordinance prior to the Commission's February 11, 1988 meeting. <br /> <br />Section 3.06 of the City Charter allows the Council to adopt an emergency <br />ordinance "...for the immediate preservation of the public peace, health <br />safety or welfare..." <br /> <br />Enclosed for your information is a draft interim emergency ordinance regulating <br />snowmobile use. <br /> <br />Observations: <br /> <br />The interim emergency ordinance is intended to be in effect only until the <br />Park and Recreation Commission can complete its review of the entire draft <br />ordinance and recommend its approval and adoption to the City Council. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Interim Emergency Ordinance #88-1 regulating snowmobile use. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney X <br />Engineer <br />Community Development Director X <br /> <br />Chief of Police X <br />Finance Officer <br />Public Works Superintendent <br />Park and Recreation Commission X <br /> <br /> <br />
