j. ROADWAY shall mean that portion of a street or highway improved, deslgned, or ordinarily used for vehicular travel. k. SEMI-PUBLIC PROPERTY shall mean private property generally for use by the public but not owned or maintained by a governmental body. Such property includes without limitation: church property, shopping center property, and other property generally used by patrons of a commercial or private business establishment. 1. SNOWMOBILE shall mean a self-propelled vehicle designed for travel on snow or ice steered by skis or runners. m. STREET shall mean a public thoroughfare, roadway, alley, or trail used for motor vehicular traffic which is not an interstate, trunk, county state aid, or county highway. SECTION 3. LIMITATION OF OPERATIONS: Except as herein specifically permitted and authorized, it is unlawful for any person to operate a snowmobile within the limits of the City of Ramsey: a. On the roadway of any street except as close as practicable to the right- hand curb or edge of the roadway, except when overtaking and passing another vehicle stopped in that lane or proceeding in the same direction, or in making a left turn. Snowmobiles may also be operated upon the outside slope of trunk, county state aid, and county highways where such highways are configured within the corporate limits. b. On a public sidewalk provided for pedestrian travel. c. On ~ule~Lards within any public right-of-way. ~. un private property of another withoutathe specific permission of the owner or person ~n control of said property.~.~ e. Upon any school grounds, except if~permission is expressly obtained from responsible school authorities. f. On public property, playgrounds and recreation areas, except areas previously listed or authorized for such use by the Park and Egcreation Commission, in which case such use shall be lawful, and snowmobiles may be driven in and out of such areas by the shortest route. Authorized areas in the City of Ramsey shall be designated by resolution of the Park and Recreation Commission and/or City Council. g. On streets as permitted by this ordinance at a speed not to exceed the posted speed limit, or 30 miles per hour, whichever is lower. h. During the hours from 10:00 p.m. to 7:00 a.m., Sunday through Thursday, and 12:00 p.m. to 8:00 a.m. on other days closer than one hundred (100) feet from any residence. This provision is not intended to prohibit snowmobiles from operating on City streets during the hours specified herein provided such operation is transitory in nature. SECTION 4. CITY TRAFFIC ORDINANCES: City trafficordinances' shall apply to the operation of snowmobiles upon streets and highways except for those relating to required equipment, and except for those which by their nature have no application.
