Commissioner Shu~way expressed concern that Metro Council is aware of the request coming before them prior to Ramsey's Planning Commission even being consulted on the matter. Ms. Norris explained that City Staff has been negotiating with 5~tro Council for 1-1/2 years to amend Ramsey's ~SA boundaries; developer requests for inl~ediate sewer and water service prompted this particular s~mendment to the 1990 Urban Area. Commissioner Shucm,~'ay stated that in the best interest of planning and zoning, he feels Juniper Woods would conform to the area better if it were developed with 1/2 acre lots. Ms. Norris reminded the Commission that no concerns of this nature were e;~resse6 when they reviewed the sketch plan for Juniper Woods. Mr. Miller confirmed that Planning and Zoning expressed no concerns when they reviewed the sketch plan and the developers of Juniper Woods were encouraged to proceed to preliminary plat knowing that the plat was contingent upon Fmtro Council approving modifications to the 1990 Urban Area boundaries; there is no selection of areas to receive the capacity involved as the modification to the 1990 Urban Area includes some 150 acres. Ms. Jean Schlueter inquired if the modifications to the 2000 ~3SA configuration is a result of developer r6quests. MS. Norris replied that the 2000 ~3SA modifications are based on City Staff projections of where expansion will occur. Ms. Schlueter stated that developers have a great influence on that ~JSA line; noted that the l~ast Council meeting was the first time she heard anything about .,Rum Acres Estates Outlot B being developed; that she is surprised that Metro Council has already been contacted and the residents of Rum Acres had no information provided to them regarding 75 homes to be built adjacent to them in the next 2-1/2 years; the City should not make any decisions until Metro Council has approved expanding the urban area. Gnairman Zif~nerman replied that the normal procedure is for Planning and Zoning to review the sketch plan; the developer proceeds to preliminary plat stage which includes a public hearing; tonight's public hearing on Janiper Woods is the first step in platting and receiving public comment. Schlueter replied that Metro Council has already been approached regarding sewer and water capacity necessary for the Juniper Woods plat; the residents of Rum Acres Estates and Planning and Zoning have been bypassed.
