CONSIDER AME~ TO THE CITY' S COM~S~ PLAN <br /> By: C~L,,~nity Development Director Anne Norris <br /> <br />CASE 43: <br /> <br />Background: <br /> <br />The City is proposing an amendment to its Comprehensive Plan to expand the <br />boundaries of the City's 1990 Urban Service Area. As you know, the Urban <br />Service Aiea is that area where the Metropolitan Council and Metropoitan <br />Waste Control Commission have authorized the extension of utilities. <br /> <br />The proposed amendment is in response to several developer's requests to <br />extend utilities to certain proposed residential developments. <br /> <br />For your information, enclosed are the following items: <br /> <br />a) Existing 1990 Urban Service Area boundaries <br />b) Proposed 1990 Urban Service Area boundaries <br /> <br />Cbservations: <br /> <br />At its meeting on April 12, the Planning Commission requested Council <br />direction regarding whether Planning Commission input was desired on the <br />proposed amendment. There seems to be some confusion relating to this <br />issue. The City Council has not taken any action on the proposed <br />amendment. However, the City Co~cil has received requests from developers <br />regarding the possibility of expanding the City's Urban Service Area to <br />accommodate additional urban residential development. The City Council <br />discussed this matter on March 22, 1988, at which time the Council directed <br />City Staff to begin proceeding with the proposed amendment. <br /> <br />The first step in this process includes a public hearing conducted by the <br />Planning and Zoning Commission. In addition, at that time the City Council <br />discussed the rural residential density policy and acknowledged that at <br />some point in the future they would implement a 1 in 10 rural residential <br />density standard in accordance with 5~t Council guidelines. This proposed <br />amendment is an amendment to the City's 1990 Urban Service Area. <br /> <br />In addition, City Staff is working on plans to be reviewed by the Planning <br />Commission regarding the 2000 Urban Service Area for future submission to <br />the Metropolitan Council and the Metropolitan Waste Control Co~mission for <br />their review; and approval. <br /> <br />Recommendation: <br /> <br />Cu~m~ission Action: <br /> <br />Motion to: <br />RecoF~end approval/denial of the Comprehensive Plan amendment. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney X <br />Engineer <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br /> <br />
