~ STATE OF
/ DEPARTMENT OF NATURAL RESOURCES
pHONENO. 296--7523 1200 WARNER ROAD, ST. PAUL, MN 55106 F~LENO.

January 13, 1988

RECEIVEO

Anne Norris
CITY OF RAMSEY
15153 Nowthen Boulevard~
Ramsey, MN 55303

Dear Ms. Norris:
RE: SUBDIVISION REQUEST I}R~EDIATELY NORTH OF BROOKVIEW ESTATES
As you and I discussed at City Hall on December 29, 1987 I've reviewed
the proposed subdivision of two 15-acre parcels or three 10-acre
parcels on an unplatted piece of property located in the SW~ SectiOn 1
in the City of Ramsey. The property abuts Trott Brook and the Rum
River. Based on our discussion and my review, I have several
questions regarding the proposed subdivision as follows:

1. How would street access be provided to the subdivision? It
appears that an extension of Argon Street or Erkium Street
would be the most logical means of providing access. The
parcel lies south of a undeveloped 40-acre tract and it
appears that it would be most prudent to wait for that
40-acre tract to develop in order to provide adequate road
access to the subject parcel.

2. I have no details regarding the topography of the site,
however I am aware that a significant proportion of it is in
the floodplain. That information, i.e. topography, must he
provided prior to any detailed comments being made.

3. Generalized soils information shows a large area ~primarily
floodnlain~ that is unsuitable for development and that
shoul~ be taken into consideration in further detail, before
approving any subdivision.

Based on these comments I have several concerns that should be
dec_szo., on
addressed prior to the City's ~ ' ~ any subdivision of the land.
A: a maximum it would appear that one building pea-mit could be issued
with private easement for a driveway to the site. However, that
building pea-mit issuance may have a bearing on future subdivision
proposals and the o~er should be advised of that fact. I cannot
support the subdivision because of the lack of detailed imformation
and poor street access.

AN EQUAL OPPORTUNITY EMPLOYER
