Case ~5: Discussion Ke~ardln~ Preliminary Plat Of Juniper Woods: Case Of Mr. Dick Knutson And Mr. Jack Miller: Ms. Norris stated that the developers requested this case being on the agenda expecting that the Commission would have handled Case ~1 (Findings of Fact relating to the proposed amendment to the Comprehensive Plan). Motion by Commissioner Howell and seconded by Commissioner Shumway to table discussion of Juniper Woods until the proposed amendment to the Comprehensive Plan has been acted upon. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Terry, LaDue, Hendriksen and Howell. Voting No: None. Commissioner Holm. Shumway, Absent: Case ~6: Reeuest For Metes And Bounds Subdlvis~on: Case Of Ms. Kris Flue~el: Ms. Norris stated that Ms. Fluegel is requesting a subdivision to split off a 2.5 acre parcel, on which the house is located~ from a 17 acre parcel. Ms. Norris noted that Ms. Fluegel has received preliminary approval for a tax increment project, a dog training facility, on the remaining parcel. Motion by Commissioner Howell and seconded by Commissioner LaDue to recommend that City Council approve Ms. Kris Fluegel's request for a metes and bounds subdivision. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, Terry, LaDue, Hendriksen and Howell. Voting No: None. Absent: Commissioner Holm. Case ~7: Reouest For A Conditional Use Permit To Onerat~ A Private Do? Kennel: Case Of Lmwrence And Michele Zen~ta: Ms. Zangla noted that the request is not for a commercial kennel license; that she breeds and shows dachshunds; the dogs are kept within the home and there are no out-buildings for the animals; the yard is fenced; she has had the same number of dogs for two years and was not aware a license was required to keep more than two dogs. Kris Fluegel stated that there were two men present who had concerns with the request; their concerns were addressed in the proposed findings of fact and they left the meeting. Motion by Commissioner LaDue and seconded by Commissioner Howell to add the foll~,ing item to the proposed findings of fact. 29. That the Planning and Zoning Commission acknowledges receipt of letters from Susan and Arlan Hagan and Robert Koch opposing the request for a private kennel license and one person providing comment at the public hearing in favor of the request for a private kennel license.
