Mr. Goodrich stated that he did extensive research on the alternatives <br />presented to Council since the April 19 referendum Airport Zoning Ordinance <br />referendum. Mr. Goodrich atated that he has found ne concrete law on the <br />issues raised and the degree of finality imposed by Airport Zoning <br />referendum, according to Charter Section 5.07, is ambiguous. Mr. Goodrich <br />advised that the City seek the opinion of the Atterney General. Another <br />issue for which an opinion should be sought is the relationship of Charter <br />section 5.07 to the Airport Zoning Statutes. <br /> <br />Motion <br />direct <br />issues <br />Ramsey <br /> <br />by Councilmember DeLuca and seconded by Councilmember Pearson to <br />the City Attorney to seek the Attorney General's opinion regarding <br />he deems appropriate relating to airport safety zoning and the <br />City'Charter. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca and Pearson. Voting No: None. k%ssnt: Councilmember Cox. <br /> <br />Case ~2: Communltv School "Youth At Risk Pro,ram": <br /> <br />Ms. Arlene Stafford was present to review with City Council a program to <br />become effective July 1, 1988 called "Youth At Risk". The program will <br />focus on youth between the ages of 8 and 15 years. The State is funding <br />this program through community education programs.. With the facilities <br />Ramsey will have available for use in the near future, Ms. Stafford advised <br />that Ramsey plan to participate in the program. <br /> <br />Mayor Reimann stated that he wants to see programs for the youth succeed <br />but he feels the programs should be self-sustaining through fees charged to <br />the users. <br /> <br />Case #3: R~quest For Final P~at Approval Of Gordon Addition: Case Of <br /> Mr. Harley Gordon: <br /> <br />Ms. Norris stated that Harley Gordon is proposing a minor subdivision of a <br />39 acre parcel located at 181st and Armstrong into One 10 acre and one 30 <br />acre parcel. Anoka County and Planning and Zoning have reviewed the <br />request and recommend approval. <br /> <br />Mayor Reimann noted that Mr. Gordon's grandfathered business on the <br />property has been expanding over the years and a conditional use permit <br />should be applied for. <br /> <br />Mr. Gordon stated that accordimg to Anoka County, growing nursery stock <br />is horticulture and falls into the farming category; the farming <br />classification allows for the selling of anything grown on the property <br />without the need for city permits. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />adopt Resolution #88-97 approving the final plat of Gordon Addition. <br />(Refer to resolution file for Resolution ~88-97). <br /> <br />City Council/June 14, 1988 <br /> <br />Page 6 of 14 <br /> <br /> <br />
