10. Introduce ordinance amending trespass regulations. <br /> <br />11. Adopt Resolution ~88-112 ordering plans and specifications for Front <br /> Street N.W. Improvement Project ~87-18. (Refer to resolution file for <br /> Resolution ~88-i12). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />C N B NE <br /> <br />Qase 43: Reeuest For A Conditional Use Permit To Operate A Vehicle <br /> Sates Lot: Case Of Mr. RoFer Hurd: <br /> <br />Mr. Hartley stated that Mr. Hurd is proposing to operate a vehicle sales <br />lot at the intersection of Ramsey Blvd. and Hwy. ~10. Planning and Zoning <br />has recommended that the request be denied. <br /> <br />Ms. Norris noted that the Planning Commission is concerned that the lot is <br />not adequately served by public access and could be a safety hazard. <br /> <br />Mr. Hurd stated that his compa'ny is associated with West Main Auto, <br />Brookdale Ford and Powell Lincoln/Mercury; the intent is to put a nice, <br />clean facility in Ramsey; the existing home on the property will be used <br />for office space; the entire lot will be paved; and as many trees as <br />possible will be preserved. Mr. Hurd stated that the lot expects to draw <br />in 4-5 customers per day which should not create a traffic hazard. <br /> <br />Mr. Jack Ippel noted that a similar request for the same property was <br />previously denied; he also noted that from personal experience, he can <br />confirm the traffic hazards at Ramsey Blvd. and Hwy. #10. <br /> <br />Council consensus was to add the following item to the proposed findings of <br />fact: ~20. That a similar request for the subject lot was previously <br />denied because of a second residential dwelling being located on the <br />property. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to adopt <br />Findings of Fact 0207 relating to Mr. Hurd's request for a conditional use <br />permit. (Refer to findings of fact file for Findings of Fact 0207.) <br /> <br />Motion carried. Voting Yes: M~yor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca, for <br />discussion, to approve Mr. Hurd's request for a conditional use permit <br />contingent upon the following: <br /> <br />a.
