5. 2. <br />Public Works Committee <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />07/18/2023 <br />Not Applicable <br />Title: <br />Review Drainage Concerns at 5725 180th Lane NW <br />Purpose/Background: <br />In 2019, the City reconstructed 180th Lane NW as part of the Ford Brook Estates Street Reconstruction project. <br />During that project, the property owners at 5725 180th Lane NW voiced concerns that stormwater runoff comes <br />close to the east side of their home. This property has a small depression and swale on the east side that overflows <br />into the drainage ditch along 180th Lane. <br />The purpose of street reconstruction projects is to repair pavement sections. If drainage issues are discovered <br />during these projects, staff notes such issues and repairs them if possible. Otherwise, staff documents such issues <br />and tries to assist property owners to resolve the issues at a later date. During the project close out process <br />our contractor removed several feet of silty soils under about 40 feet of the east end of the ditch in front <br />of this property and replaced it with clean sand so the ditch would drain faster after rain events. At that <br />time Staff informed the property owners that if they felt additional drainage improvements were needed <br />staff would assist them in exploring the scope and cost of such improvements, and that if the property <br />owners felt the City should construct the drainage improvements staff could assist in presenting a <br />request to the Public Works Committee. <br />Following completion of the Ford Brook Estates Street Reconstruction project in 2020, City staff began work to <br />develop a concept plan and associated project cost estimate for a drainage improvement project to help prevent <br />stormwater runoff from backing up through the swale and depression into the front yard at 5725 180th Lane NW <br />from the ditch along 180th Lane NW. The concept plan developed by staff proposes to install 18" storm sewer to <br />convey stormwater runoff from the ditch along 180th Lane at the east side of the property through 18" storm <br />sewer installed under the north side of 180th Lane and the west side of Highway 47 where it would outlet to Ford <br />Brook. The proposed improvements include approximately 650 linear feet of 18" storm sewer, 5 manholes, <br />repairing 2 driveways, erosion control measures, topsoil, seeding, traffic control and permitting (MnDOT <br />Right -of -Way, LRRWMO). <br />Attached is a concept plan showing the proposed storm sewer alignment with 5 manholes. The estimated project <br />cost is $150,000. <br />Staff will provide additional information, pictures and video clips during their presentation. <br />Notification: <br />The property owners will receive a link to this case, and will be invited to attend the Public Works Committee <br />meeting on Tuesday evening. <br />Time Frame/Observations/Alternatives: <br />Staff anticipates 20 minutes will be required to present this case and respond to questions. <br />Funding Source: <br />Dependent on discussions and direction from the Public Works Committee. <br />
