Councilmember Howell introduced the following resolution and moved for its adoption: RESOLUTION #23-153 RESOLUTION DENYING A RENTAL LICENSE FOR DUANE ROSEN AT 15443 RAMSEY BOULEVARD NW WHEREAS, Mr. Duane Rosen, of B and D’s Properties and Investments LLC, hereinafter referred to as the “Applicant,” has requested a rental license pursuant to Sections 26-645 through 26-653 of City Code (the “Rental License”) for renting a single-family structure (the “Structure”) on the property located at 15443 Ramsey Boulevard NW and legally described as follows: The West 12 rods of the South half of the North half of the North half of the Southwest quarter of the Northwest quarter, Section 22, Range 32, Township 25, Anoka County, Minnesota, except road and subject to easements of record. (the “Subject Property”). WHEREAS, the Applicant submitted a Rental License application on June 5, 2023. WHEREAS, the Applicant scheduled an inspection of the Structure and Subject Property with the City’s Building Inspections Division for June 27, 2023, pursuant to Section 26- 650(C) of City Code. WHEREAS, the Structure is known to have improvements made without proper building permits. WHEREAS, the Subject Property was required to have its septic system inspected at the time of sale though that was never completed. WHEREAS, the City’s Building Inspector arrived on the Subject Property at the agreed upon time of 10:00 am where no body answered the door. WHEREAS, neither the Structure’s interior nor septic system were inspected. WHEREAS, the Subject Property was observed from the public right-of-way to have several property maintenance violations. WHERAS, City Code Section 26-651 requires a report by the City’s Building Official stating grounds for denial and said report dated June 28, 2023, was prepared. WHEREAS, Rental Licenses are reviewed and approved by the City Council. WHEREAS, Building Official’s report was presented to the City Council on July 11, 2023. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
