<br />Councilmember Woestehoff introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #23-158 <br /> <br />RESOLUTION APPROVING USE RESTRICTION AGREEMENT FOR OUTLOT A, <br />RAMSEY PROPERTIES ADDITION <br /> <br /> WHEREAS, the City of Ramsey, herein referred to as the “City,” owns various parcels <br />throughout the City of Ramsey; and <br /> <br />WHEREAS, Ramsey Properties, LLC ( the “Developer”) has requested the City approve <br />a Use Restriction Agreement on 9.25 Acres of Outlot A, Ramsey Properties Addition that prohibits <br />the development of a Hotel, limits the amount of Air BRB units to two and prohibits short term <br />rentals of less than three months for buildings containing over 6 residential units; and <br /> <br />WHEREAS, on May 11, the EDA reviewed a request by the developer and requested that <br />the term of the use agreement be reduced from 10 years and that the geographical area be reduced <br />from 20 acres; and <br /> <br />WHEREAS, City Staff has worked with the developer and a potential market rate <br />apartment developer and the form of the Use Restriction Agreement is acceptable to all parties; <br />and <br /> <br />WHEREAS, the purpose of the proposed use restriction agreement is to provide the <br />Developer a five year period to open and achieve stabilization of a 98 unit Hilton Home2 Hotel. <br /> <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the City hereby authorizes execution of the Use Restriction Agreement with a five <br />year term commencing after the opening of the hotel limiting the development and <br />operations on 9.25 acres of Outlot A, Ramsey Properties Addition. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Riley, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor Kuzma <br /> Councilmember Woestehoff <br /> Councilmember Riley <br /> Councilmember Olson <br /> Councilmember Specht <br /> <br />and the following voted against the same: <br /> <br /> Councilmember Howell <br /> Councilmember Musgrove <br /> <br />
