Councilmember Riley asked if they chose to rebid this project what the timeline would be.

City Engineer/Public Works Director Westby explained that if they could get the bids out on Friday
this could be brought back to Council at the first meeting in July and start work shortly after.

Councilmember Riley asked if the price that was given for the smaller amounts of patching was a
third of what was requested.

City Engineer/Public Works Director Westby said yes and that number was used to help set the
unit price for this project.

Councilmember Specht asked if City Staff was used to fill some of the deep potholes, what tasks
would they be pulled away from.

City Engineer/Public Works Director Westby said that they would not be doing any street
sweeping, tree maintenance, or storm sewer repairs. He noted that all core duties would be put on
hold while they do the patching.

Councilmember Specht asked if there were to rebid this, what the approximate savings could be.

City Engineer/Public Works Director Westby shared that he would feel comfortable saying that
the amount could come down by at least $1,000,000.

Councilmember Woestehoff asked Street Supervisor Turner what he would like the Council to do.

Street Supervisor Turner stated that he would want the City to be able to save the $1,000,000.

Councilmember Woestehoff acknowledged that the streets and Public Works staff are working
very hard and are getting a lot of flack from the community because of the large amounts of work
to do. He stated that he does not want the streets staff to be stressed or feel let down by the City.

Councilmember Musgrove asked Street Supervisor Turner if he thinks the project should be split
and sent out for bids or if the streets staff would work on one part of the project and bid the other.
She asked how much work can get done if they went for a quote under the $175,000.

Street Supervisor Turner stated that if they split this he would recommend that street staff do some
of the patching while still staying in front of the other responsibilities.

Motion by Councilmember Riley, seconded by Councilmember Woestehoff, to reject the bid and
to separate the two contracts, one for deep pothole patching and one for spray patching, and the
City Staff will do the overlap of the pothole patching to stay ahead of the spray patching with
authorizing the advertisement of bids for the spray patching and the remainder of the deep pothole
patching.

Further discussion:
City Council / June 13, 2023
