Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #23-117 <br />A RESOLUTION APPROVING THE FINAL PLAT, DEVELOPMENT AGREEMENT, <br />ENCROACHMENT AGREEMENT, STORM SEWER EASEMENT, AND <br />RECIPROCAL INGRESS/EGRESS EASEMENT AGREEMENT <br />FOR "RAMSEY PROPERTIES ADDITION" <br />RECITALS <br />1. Ramsey Properties, LLC, hereinafter referred to as the "Permittee" has properly applied <br />for plat approval on the property legally described as follows: <br />Outlot A, COR TWO, Anoka County, Minnesota. <br />("Subject Property") <br />2. That the City of Ramsey is the fee owner of the Subject Property with the intent to <br />subdivide it and sell a portion to the Permittee for the purpose of constructing a hotel. <br />3. That the Permittee appeared before the Planning Commission for site plan review on April <br />27, 2023 and that said meeting was properly advertised and that the minutes of said meeting <br />are hereby incorporated by reference. <br />4. That the Planning Commission reviewed the Site Plan and Preliminary Plat on April 27th, <br />2023, and recommended approval. <br />5. That the City Council reviewed and approved the Site Plan for the hotel and the Preliminary <br />Plat of "Ramsey Properties Addition" on May 9, 2023. <br />6. Conditions of the approval included the requirement for an encroachment agreement for <br />placement of the patio in a drainage and utility easement and a cross -access and <br />maintenance agreement for the shared driveway. <br />7. That the Permittee has now supplied the cost estimate for the site improvements, which is <br />needed to draft the Development Agreement. <br />8. That the City Council reviewed the Final Plat, Encroachment Agreement, Reciprocal <br />Ingress/Egress Easement Agreement, and Development Agreement on July 11, 2023. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby grants approval of the final plat of "Ramsey Properties <br />Addition" and the associated Development Agreement, Encroachment Agreement, Storm Sewer <br />
