City of <br />RAMSEY <br />June 28th 2023 <br />7550 Sunwood Drive NW • Ramsey, MN 55303 <br />City Hall: 763.427.1410 • Fax: 763.427.5543 <br />www.cityoframsey.com <br />Rental License Denial Report to Council <br />Honorable Mayor and City Council: <br />On June 5, 2023, Duane Rosen, Owner of B and D's Properties and Investments LLC, which is the <br />registered owner by tax records of 15443 Ramsey Blvd. NW, Ramsey, MN 55303, applied for a rental <br />license as required by City Code. This report is required per City Code Section 26-651 if there are grounds <br />for denial of a rental license. <br />City Code Section 26-650C allows for an inspection of a rental property if it is believed that Code Violations <br />exist. The property owner advised that the Code Enforcement Officer was no longer allowed on the <br />property, therefore a Building Inspector would need to conduct the inspections. The City has made attempts <br />to inspect the property for compliance prior to issuing a rental license. Building Inspector Thomas Knight <br />spoke with the property owner and scheduled an inspection time for June 27, 2023, at 10A.M. Inspector <br />Knight arrived as scheduled. He knocked and attempted to contact the tenants or owner without success <br />and then left the property. The owner failed to attend the inspection as required by City Code to ensure the <br />property is fit for rental licensing status and safe to occupy. <br />The property owner has several code violations on the property to date that we are aware of: <br />• Renting without a license <br />• Working without applicable building permit(s) <br />• Working without contractor's license <br />• Failed septic compliance <br />• Outside accumulations of debris <br />• Unlicensed and inoperable vehicles outside <br />• Vehicles parking on unimproved surfaces <br />• Fire damage repair issues <br />• Long grass and weeds <br />• Exceeding item numbers parked or stored outside <br />The property was vacant upon Mr. Rosen's company's purchase with existing septic compliance issues. <br />While the home was vacant, a fire occurred. The property owner completed work on the home without <br />being licensed or having appropriate permits, and subsequently allowed tenants to occupy the home. <br />To this date, several corrective orders have been issued with no resolution and the property is currently <br />occupied. <br />It is important to consider a family is currently living in this home with existing septic compliance issues, <br />fire damage, and unlicensed unpermitted work having occurred.
