This project has been included in the City's Capital
Improvement Plan since 2004. In 2019, the Minnesota
Department of Health discovered that manganese levels in
some of the City's wells exceeded the recommended limit.
The City knew it was time to get the project underway.
Pilot studies were conducted, which led to a feasibility study
and eventually to full plans and specifications. The water
treatment plant was officially awarded on March 28, 2023,
to Magney Construction, with a total project cost estimated
at $42.5M. The City is in an exceptional financial position,
saving approximately $32 million in advance from water and
sewer utility funds, which will go toward the project's cost.
Additional financing will come from issuing a revenue bond
whose debt service will be paid by water and sewer utility
users via utility bill collections.
Thank you to State Representative Harry Niska and State
Senator Cal Bahr and their colleagues, Representative Norris,
Representative Newton, Senator Abler, Senator Hoffman,
Senator Hauschild and Senator Gustafson, for writing
special legislation allowing the City to receive $3 2 million
in bonding appropriations and a sales and use tax exemption
status during the 2023 Legislation Session.
The City's key partners in the project are SEH, Inc., Oertel
Architects, SRF Design, Tree Engineering & Land Surveying,
our project manager AE2S and the general contractor
Magney Construction. Recognition needs to be given to
the current City Council for following through with the
project and staff members, past and present, who have worked
diligently to see it come to fruition.
City Councilmembers Debra Musgrove, Michael Olson,
Dan Specht, Mayor Mark Kuzma, Councilmembers Matt
Woestehoff, Chelsee Howell and State Representative
Harry Niska ceremonially broke ground for the new Water
Treatment Plant. Staff members and construction partners
also participated in the event.
2 CITY OF RAMSEY I Weekly UPDATE I July 21, 2023
