FC CASE 4 <br /> <br />DISCUSS COMMUNITY BUILT PLAYGROUND FOR CENTRAL PARK <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />For the past couple of years a "Community-Built" play structure has been proposed <br />within the Park and Recreation Commission's requested C.I.P. for Central Park. <br /> <br />In December 1998, City Council tentatively approved the project as part of the 1999 <br />Capital Improvement Document. The project is intended to be funded as follows: <br /> <br />$20,000 <br />$ 4,OOO <br />$20,000 <br /> <br />General Fund <br />Lawful Gambling Fund Improvement Program <br />Donations <br />Donated Labor <br /> <br />On January 14, 1999, the Parks Commission recommended City Council approval of the <br />project and that a vendor be selected early in the process. (In recent playground projects, <br />it has been a simple matter of developing a Request for Proposal (RFP) and selecting a <br />vendor to provide the structure and installation. For the Community Built Play <br />Equipment Project, it is important to select a vendor first. The primary reasons are for <br />assistance in the process, [i.e., volunteer organization and fundraising] and because the <br />specific amount of money for the play structure will not be known until the items are <br />ready to be ordered.) <br /> <br />In order to choose a vendor, a request for a Statement of Qualifications ("SOQ") will be <br />sent to those companies typically bidding on our play equipment projects as well as <br />published in the official newspaper. <br /> <br />In addition to the usual qualifications the successful vendor would need to address the <br />following community built playground specific needs: <br /> <br />The vendor should have significant experience in this type of project. <br />The vendor should have an architectural model of the play equipment to <br />be installed (as a visual sales tool in gaining volunteer and donation <br />support, as well as aiding on the installation day.) <br />The vendor should have a detailed work plan document detailing <br />fundraising and providing a step by step flow chart. <br />The vendor should have on staff an experienced supervisor who will be <br />available from the beginning of the project to the installation day, and any <br />fees for this service must be identified prior to vendor selection. <br />The vendor's play structure product must be documented as suitable for <br />volunteer installation. <br /> <br /> <br />
