~C CASE <br /> <br />SITE SELECTION FIRE STATION #2 <br /> By: Dean Kapler, Fire Chief <br /> <br />Background: <br /> <br />A process to construct a 2nd fire station in Ramsey has been in progress for quite some time. This <br />process has been a segment of a long term plan involving a 3 fire station approach to provide <br />adequate fire service to our city. Site location is an element yet to be determined. A committee <br />within the fire department developed goals for the new station to accomplish. Shorter response <br />times, safety of arriving and departing firefighters, housing additional apparatus and locating in a <br />central area to the western half of our city are just a few of those goals. In working towards <br />these, seven possible sites were considered. <br /> <br />Central Park was picked as a prime site for several reasons, one being the property was already <br />owned by the city. The Minnesota Attorney General was asked if the property could be used for <br />the purposes of constructing a fire station. Unfortunately the response was that any property <br />deeded to a city for the purposes of parkland must be used for park purposes, thus eliminating the <br />site for consideration. <br /> <br />The other sites were evaluated against the goals previously mentioned. The two sites deemed as <br />the best options are either just north of the intersection of 153ra and Armstrong Blvd. or the <br />property at the southwest comer of 161st and Armstrong Blvd. An architectural firm has <br />commented that both sites would be an acceptable site for construction of the new station <br />including areas needed for parking, on-site well and septic system. <br /> <br />The property at 153rd and Armstrong has a willing seller and is asking around $5000 for the <br />approximately three acres of property required to house the station. The 161st and Armstrong site <br />has been appraised at $44,000 although the owners are asking $80,000. <br /> <br />The two choices were sent to the newly formed Public Safety Board for comment and <br />recommendation. The board unanimously voted to recommend council authorize acquiring the <br />site at 161St and Armstrong Blvd. <br /> <br />Financing: <br /> <br />A 20-year intra fund loan from the Landfill Trust Fund would be utilized for site acquisition, <br />construction costs and architectural fees. A copy of the current loan schedule is provided. <br /> <br />Council Action: <br /> <br />Motion to approve Resolution 99-03-XXX acquiring the property on the southwest comer of <br />161st and Armstrong Blvd or acquire the property north of the intersection of 153rd and <br />Armstrong Blvd for the purposes of constructing a 2 <br /> TM fire station. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Fire Chief <br />Finance Officer <br /> <br /> <br />
