REQUEST CITY COUNCIL APPROVAL TO PROCEED WITH THE COMMUNITY <br />BUILT PLAYGROUND PROJECT FOR CENTRAL PARK <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />On January 26, 1999, City Council's Finance Committee received the Park and Recreation <br />Commission request for Central Park's Playground Project. The Committee authorized <br />requesting the Statement of Qualifications (S.O.Q.) - but desired seeing the vendor's S.O.Q. and <br />a projected donation budget forecast prior to approving the project. The donation forecast would <br />estimate the sources and amounts that could be expected. <br /> <br />A request for S.O.Q.'s was mailed to three vendors providing Ramsey with play structures in the <br />past and also advertised in the newspaper for two weeks. A single response was received by St. <br />Croix Recreation and is attached. Their S.O.Q. was complete and met the qualifications set forth <br />in the attached letter. St. Croix Recreation was the Iow bidder on the Emerald Pond and Rivers <br />Bend Park Shelters. Both projects were completed on time and without complications. As the <br />Finance Committee is aware, the 1999 Capital Improvement Program detailed the playground <br />project funding as follows: <br /> <br />$20,000 <br />$4,000 <br />$20,000 <br />N/A <br />$44,000 <br /> <br />General Fund <br />Park Commission Lawful Gambling Fund Program <br />Donations <br />Donated Labor <br />TOTAL <br /> <br />As stated, at the January Finance Committee meeting, Committee members requested that a <br />sample donation forecast be included with this case.
