decommissioned and the storm sewer line to the Mississippi would be turned over completely to <br />the City. <br /> <br />Fireworks Display as Part of 25th Anniversary_ (This portion does not directly relate to this case.) <br />MPCA project manager Jean Hanson reported that as a policy matter their agency discourages any <br />activity on retiring landfills other than is within their responsibilities. She added the MPCA is the <br />business of minimizing the effects of landfills rather than calling attention to them (i.e., a <br />fireworks display). They also reminded the City that construction activity would be occurring into <br />the fall of the year. MPCA staff, however, seemed less concerned with site security than with <br />future requests for use of landfills for this purpose---either by Ramsey on a subsequent date or <br />other cities in the future. Their staff is still reviewing the request. <br /> <br />Golf Course Feasibility Study <br />The golf course concept was received favorably by MPCA staff. They stated that as long as they <br />received notification, survey work and other periodic visits to the property to perform a study were <br />not a concern. The Mayor and City staff noted that surface water fi.om the man-made wetland <br />could be used for course irrigation. The MPCA's engineer agreed that this would be a sustainable <br />use of the treated water and that they would cooperate. He also stated that he would be available <br />to discuss how this might work as long as he was involved with the landfill project. (In electronic <br />correspondence received after the March 2 meeting, the MPCA stated that in addition to <br />disallowing irrigation wells on their site, they were not in favor of traditional fertilization if a golf <br />course were to occur.) <br /> <br />Recommendation: <br /> <br />Staff recommends that a feasibility study occurs for the integration of a golf course with the <br />proposed commercial/industrial development project, and that fertilization and irrigation concerns <br />as identified be addressed in the study at no additional cost.
