As part of the planning process for subdivisions as provided in section 117 148(k) <br />3 (subdivision and land development standards). <br />4 b. The vegetation restoration plan must Satisfy the application submittal requirements in <br />5 section 117 148(c)(6) (application material), and: <br />6 1. Include vegetation that provides suitable habitat and effective soil stability, <br />7 runoff retention, and infiltration capability. Vegetation species, composition, <br />8 density, and diversity must be guided by nearby patches of native plant <br />9 communities and by native vegetation establishment and enhancement <br />10 guidelines; <br />11 2. Be prepared by a qualified individual; and <br />12 3. Include a maintenance plan that includes management provisions for controlling <br />13 invasive species and replacement of plant loss for three years. <br />14 c. A certificate of compliance will be issued after the vegetation restoration plan <br />15 requirements have been satisfied. <br />16 LI ) Land alteration standards and stormwater management. <br />17 (1) Purpose. To establish standards that protect water quality from pollutant loadings of <br />18 sediment, nutrients, bacteria, and other contaminants; and maintain stability of bluffs, <br />19 shorelines, and other areas prone to erosion. <br />20 (2) Land alteration permit. <br />21 a. Within the bluff impact zone, land alteration is prohibited, except for the following <br />22 which are allowed by permit: <br />23 1. Erosion control consistent with section 920(J)(6); <br />24 2. The minimum necessary for development that is allowed as an exception under <br />25 section 920(L); and <br />26 3. Repair and maintenance of existing buildings and facilities. <br />27 b. Within the water quality impact zone, land alteration that involves more than ten cubic <br />28 yards of material or affects an area greater than 1,000 square feet requires a permit. <br />29 (3) Rock riprap, retaining walls, and other erosion control structures. <br />30 a. Construction, repair, or replacement of rock riprap, retaining walls, and other erosion <br />31 control structures located at or below the OHWL must comply with Minnesota Rules, <br />32 chapters 6115.0215, subpart 4, item E, and 6115.0216, subpart 2. Work must not <br />33 proceed until approved by the commissioner. See Figure 8. <br />Figure 8.
