The following statements are offered in support of proceeding with a Master Trail Plan: <br /> <br />1. If the property east of Lake Itasca and north of 153rd Avenue, as well as the Central Park <br /> expansion, is acquired (in addition to the smaller proposed neighborhood park expansions), <br /> Ramsey's park system acreage will be adequate for the future. The trail system, however, is <br /> less than 26% complete. <br />2. Park system development funding is currently available from interest earnings from the <br /> Landfill Trust Fund, park dedications, charitable gambling, and to a degree the General Fund. <br /> The trail system currently does not have an identified funding source. <br />3. A significant amount of grant moneys are available from various agencies for trail <br /> development and land acquisition. However, concept plans and cost estimates are essential <br /> for applying for these moneys. <br />4. There will be opposition to particular parts of certain trail corridors. A master trail plan <br /> provides a controlled environment in which to address these concerns. <br />5. A master trail plan is a tool with which City officials, and staff, can lobby for legislative <br /> assistance with trail development. (A new funding biennium for the LCMR begins next <br /> year.) <br />6. Residents have an expectation of the City to perform comprehensive trail planning just as is <br /> done for roads or other infrastructure. <br /> <br />The proposal from SRF (enclosed with your agenda) addressed all of the items in the April RFP. <br />The RFP was structured so that each task description would be itemized by time required and <br />thus also by the cost. At the May 1999 meeting, the Park and Recreation Commission <br />recommended City Council approval of the Master Trail Plan. The Commission agreed that if <br />necessary the tasks entitled "Design Standards and Operations" and "Maintenance" could be <br />minimized to meet budge constraints. <br /> <br />Enclosed for your information: <br /> <br />· Request for Proposal for Master Trail Plan <br /> Proposal from SRF Consulting Group <br />· Trail typical sections <br /> <br />Council Action: <br /> <br />Motion to authorize staff to enter into an agreement with SRF Consulting Group for a Master <br />Trail Plan at a cost-not-to-exceed $18,000. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />City Administrator <br />Director of Public Works <br />Finance Officer <br /> <br />Community Development Director <br />Park and Recreation Commission <br /> <br />FC: 07/13/99 <br /> <br /> <br />
