FC CASE <br /> <br />AUTHORIZE REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES <br /> FOR WATER TOWER #2 AND WELL #5 <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br />At the June 21, 1999 City Council Work Session, an executive summary of Ramsey's 1999 <br />Comprehensive Water Plan was presented. The entire document will be completed and available <br />for Council's adoption this July or August. As stated by Bolton & Men_k, the engineering firm hired <br />to prepare the plan, two items need immediate action by the City to meet the demands placed upon <br />the water utility. <br /> <br />Observations: <br />The first is construction of a 1.5 million-gallon water tower. This second water tower exists within <br />the current Capital Improvement Plan at $1,700,000 dollars. Bolton & Menk are estimating the cost <br />to be $1,820,000. The referenced C.I.P. shows the tower as a 2001 project. Staff concurs that we <br />need to begin the project now to provide for completion in the 2000-2001 timeframe. <br /> <br />The second water utility improvement that requires immediate attention is Well #5. This project is <br />estimated at $440,000 and is not included in the existing C.I.P. document. (As an aside, the 1994 <br />water plan estimated both Tower No. 2 and Well No.5 as 1999-2000 projects. The well, however, <br />was not considered within the current CIP pending the outcome of the water study.) The new tower <br />will take up to two years for completion and the well should take approximately one year. Staff will <br />attempt to have available for the Council meeting, a draft Request for Engineering Services for <br />Council review. The Request for Proposals will be separate for the well and tower; however, the <br />City may find advantages by hiring a single firm. This determination will be made based on <br />proposals received. <br /> <br />It should be noted that requesting proposals does not obligate the City to either project at this time. <br />City Council will have the entire Water Comprehensive Plan for approval prior to staff's request to <br />select an engineering firm, setting the project(s) in motion. <br /> <br />Funding: <br />The engineering services for these two projects will be funded solely from the water utility fund. <br />The infrastructure for these projects will be funded from both the water utility and TIF funds. <br /> <br />Committee Action: <br />Recommend City Council authorize staff to request proposals for engineering services for Water <br />Tower #2 and Well #5 construction. <br /> <br />Council Action: <br />Based on discussion. <br /> <br />Reviewed By: <br />City Engineer <br />Finance Officer <br />Public Works Director <br /> <br />Copies To: <br />City Administrator <br />Community Development <br /> <br />FC: 07/13/99 <br /> <br /> <br />
