Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #23-190
<br />RESOLUTION AUTHORIZING PARTIAL PAYMENT TO DOUGLAS-KERR
<br />UNDERGROUND, LLC., OF MORA, MINNESOTA FOR IMPROVEMENT PROJECT #23-
<br />12; HY-10 RAMSEY IMPROVEMENTS
<br />WHEREAS, the City of Ramsey proposes to reconstruct the existing segments of Ferret
<br />Street, 146th Avenue and 147th Avenue within the HY-10 Ramsey plat; and
<br />WHEREAS, the City proposes to extend Ferret Street to connect to Bunker Lake Boulevard
<br />to provide a secondary access route to properties within the HY-10 Ramsey plat; and
<br />WHEREAS, the City proposes to extend sanitary sewer and watermain utilities under 147th
<br />Avenue and Ferret Street to allow all properties within the HY-10 Ramsey plat, which is located
<br />within the City's MUSA, to be served by municipal utilities; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-349 adopted December 14,
<br />2021, the City Council accepted a design services proposal from Bolton & Menk, Inc. to update the
<br />Feasibility Report, prepare plans and specifications, and solicit bids for Improvement Project #23-
<br />12; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-054, adopted March 14,
<br />2023, the City Council approved the additional services to be performed by Bolton and Menk to
<br />complete plans and specifications, approved the construction services proposal submitted by Bolton
<br />and Menk, approved plans and specifications as prepared by Bolton and Menk, and authorized
<br />advertising for bids for said improvements; and
<br />WHEREAS, the bid of Douglas -Kerr Underground, L.L.0 of Mora, Minnesota, in the
<br />amount of $1,398,953.30 for the total bid for construction of the improvements in accordance with
<br />the approved plans and specifications and advertisement for bids, is the lowest responsible bidder
<br />and their bid shall be and hereby is accepted.
<br />WHEREAS, as of August 22, 2023 $0.00 has been paid to date; and
<br />WHEREAS, the Senior Engineer has inspected the completed work and recommends partial
<br />payment No. 1 to Douglas -Kerr Underground, LLC. of Mora, Minnesota, for improvement project
<br />#23-12, HY-10 Improvements, in the amount of $448,024.16.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
<br />1) The City Council hereby authorizes partial payment No. 1 to Douglas -Kerr Underground, LLC, of
<br />Mora, Minnesota for Improvement Project #23-12, HY-10 Improvements in the amount of
<br />$448,024.16.
