Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #23-192 RESOLUTION AUTHORIZING PARTIAL PAYMENT TO DOUGLAS-KERR UNDERGROUND, LLC., OF MORA, MINNESOTA FOR IMPROVEMENT PROJECT #23-05; BARTHEL'S RUM RIVER ACRES 2ND STREET RECONSTRUCTION WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Barthel's Rum River Acres 2nd subdivision; and WHEREAS, pursuant to Ramsey City Council Resolution #22-202, adopted August 23, 2022, City Council accepted and awarded the proposal to Hakanson Anderson for Topographic Survey of the project area; and WHEREAS, pursuant to Ramsey City Council Resolution #22-204, adopted August 23, 2022, the City Council awarded a contract to Haugo Geotechnical Services to prepare a geotechnical report for Improvement Project #23-05, Barthel's Rum River Acres 2nd Addition Street Reconstructions, including 13 soil borings and pavement cores; and WHEREAS, pursuant to Ramsey City Council Resolution #22-286, adopted December 13, 2022, the City Engineer was ordered to prepare plans and specifications for Improvement Project #23-05, Barthel's Rum River Acres 2nd Addition Street Reconstructions; and WHEREAS, pursuant to Ramsey City Council Resolution #23-047 adopted February 28, 2023, the City Council awarded Haugo Geotechnical Services an addendum to the current contract for said project and plans and specs have been updated with said information; and WHEREAS, pursuant to Ramsey City Council Resolution #23-082, adopted Apri125th 2023, the City Council approved plans and specifications as prepared by the City Engineer authorized advertisement for bids for same improvements; and WHEREAS, the bid Douglas -Kerr Underground, L.L.C. of Mora, Minnesota, in the amount of $1,198,428.85 for the total bid for construction of the improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest responsible bidder and their bid shall be and hereby is accepted. WHEREAS, as of August 22, 2023 $0.00 has been paid to date; and WHEREAS, the Senior Engineering Technician has inspected the completed work and recommends partial payment No. 1 to Douglas -Kerr Underground, LLC., of Mora, Minnesota for improvement project #23-05, Barthel's Rum River Acres 2nd Street Reconstruction, in the amount of $246,407.25. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) The City Council hereby authorizes partial payment No. 1 to Douglas -Kerr Underground, LLC of
